BENGALURU, India / MAPUTO, Mozambique, Dec 1, 2025 —
The Ministry of Communication and Digital Transformation (MCTD) of Mozambique has signed a tripartite Memorandum of Understanding with eGov Foundation and DPI Centre (Equidhi) to accelerate digital transformation initiatives across the country using open-source digital public infrastructure.
The partnership will focus on implementing eGov’s DIGIT to improve Mozambique’s public service delivery capabilities. DIGIT, recognized as a Digital Public Good by the Digital Public Goods Alliance, is an open-source platform that enables governments to deliver public services efficiently, inclusively, and transparently.
Under the agreement, eGov Foundation will serve as the platform provider and knowledge partner. The MCTD will take primary responsibility for selecting implementation partners and ensuring compliance with Mozambique’s digital transformation regulations.

José Sambo, National Director for Digital Transformation and Innovation at MCTD, called the MoU “a big milestone” and emphasized the importance of knowledge transfer:
The local team will be able to take the platform forward on their own. That has been the main issue in other implementations, because people didn’t have enough skills to maintain the platform.“
Viraj Tyagi, CEO of eGov Foundation, emphasized the partnership’s citizen-centric focus:
“This is not about eGov, this is about success of Mozambique in instituting public service delivery so that citizens can get good services, government employees can have good quality of work, and policymakers can have reliable data and information to make sure policies and programs are designed for best outcome and digital transformation.”
The collaboration emphasizes capacity building, with provisions for training government teams and eventually transitioning full implementation and support responsibilities to local partners. The MoU establishes governance structures including a Steering Committee, Technical Council, and dedicated Project Teams to ensure effective execution.
eGov Foundation, established in 2003, is on a mission to catalyze achievement of Sustainable Development Goals across 30 countries by 2030. The DIGIT platform currently serves over 16 million citizens across urban, health, and sanitation sectors in multiple countries.
DPI Centre (Equidhi), based in London, specializes in supporting the global implementation of Digital Public Goods and will coordinate closely with eGov throughout the implementation process.
The partnership underscores growing international momentum behind open-source digital public infrastructure as a pathway to inclusive digital transformation in the Global South.
