We are seeking a highly motivated Digital Transformation Advisor to support the implementation and scale-up of digital public infrastructure initiatives in Ethiopia using the DIGIT platform.
This role sits at the intersection of technology, business analysis, and government program implementation, supporting key initiatives including Health Resource Tracking (HRT) and Public Grievance Redressal (PGR).
The initiative aims to improve how financial resources for health are tracked, reported, and used across government systems. HRT connects financial and health systems through standardized data exchange using the iFIX protocol, common registries, and integrated dashboards.
The objective is to strengthen transparency, improve budget execution, support reporting for co-financing and donor commitments, and enable decision-makers to monitor resource use in near real time.
The initiative focuses on strengthening how citizens raise concerns and receive responses from government. By digitising grievance workflows and standardising case management, PGR improves accountability, service quality, and citizen trust.
The selected candidate will support the launch, rollout, and operationalization of the DIGIT PGR platform in Ethiopia, working closely with the PMO and EAII.
The ideal candidate is comfortable engaging with implementing partners, vendors, and government stakeholders while translating requirements into functional and technical specifications and supporting implementation teams.

HRT addresses this by building an interoperable digital framework that connects financial and
health systems through standardized data exchange using the iFIX protocol, common registries,
and integrated dashboards. The objective is to strengthen transparency, improve budget
execution, support reporting for co-financing and donor commitments, and enable
decision-makers to monitor resource use in near real time. The approach follows Digital Public
Infrastructure principles, emphasising modular, reusable, and sustainable digital components.
Public Grievance Redressal (PGR): The initiative focuses on strengthening how citizens raise
concerns and receive responses from the government. By digitising grievance workflows and
standardising case management, PGR improves accountability, service quality, and citizen trust.
The selected candidate will support the launch, structured rollout, and operationalization of the
DIGIT PGR platform in Ethiopia. Working closely with the PMO and the AII, the advisor will
provide interim implementation support to ensure successful deployment, institutional
ownership, and a smooth transition toward sustainable national operations.
