About the Role

We are seeking a highly motivated Digital Transformation Advisor to support the implementation and scale-up of digital public infrastructure initiatives in Ethiopia using the DIGIT platform.

This role sits at the intersection of technology, business analysis, and government program implementation, supporting key initiatives including Health Resource Tracking (HRT) and Public Grievance Redressal (PGR).

Health Resource Tracking (HRT)

The initiative aims to improve how financial resources for health are tracked, reported, and used across government systems. HRT connects financial and health systems through standardized data exchange using the iFIX protocol, common registries, and integrated dashboards.

The objective is to strengthen transparency, improve budget execution, support reporting for co-financing and donor commitments, and enable decision-makers to monitor resource use in near real time.

Public Grievance Redressal (PGR)

The initiative focuses on strengthening how citizens raise concerns and receive responses from government. By digitising grievance workflows and standardising case management, PGR improves accountability, service quality, and citizen trust.

The selected candidate will support the launch, rollout, and operationalization of the DIGIT PGR platform in Ethiopia, working closely with the PMO and EAII.

The ideal candidate is comfortable engaging with implementing partners, vendors, and government stakeholders while translating requirements into functional and technical specifications and supporting implementation teams.

Key Responsibilities

Program Leadership and Government Engagement

  • Serve as a primary in-country program focal point for DIGIT platform deployments
  • Drive working-level engagement with ministries, departments, and agencies
  • Guide government stakeholders on workflows and digital enablement opportunities
  • Build stakeholder alignment and cultivate champions for DPI adoption
  • Conduct institutional and contextual research to support implementation strategy
  • Support coordination, meeting documentation, and action tracking
  • Advise on governance, support models, and operational ownership
  • Manage dependencies, risks, and execution timelines
  • Identify and engage ecosystem and implementation partners
  • Act as a liaison between eGov Global and Ethiopian stakeholders
  • Prepare implementation reports and strategic documentation
  • Maintain organized knowledge management systems

Advisory & Strategic Support

  • Support process digitization and workflow redesign initiatives
  • Contribute to implementation and engagement strategies
  • Coordinate with partners, vendors, and government stakeholders
  • Align delivery across multiple workstreams and priorities

Technical Advisory: Process Mapping, Business & System Analysis

  • Lead requirement gathering and user workshops
  • Translate business needs into functional specifications
  • Map workflows to DIGIT platform capabilities
  • Support testing, UAT, and issue resolution processes
  • Create user journeys and process interaction diagrams
  • Translate functional requirements into deployment guidance
  • Identify gaps and recommend configuration approaches
  • Support continuous process improvement and integration opportunities

Required Qualifications & Experience

  • Bachelor’s degree in Information Systems, Computer Science, Software Engineering, Business Information Systems, or related field
  • Master’s degree in technology or business is an added advantage
  • 6–8 years of relevant professional experience
  • Experience leading digital transformation initiatives
  • Experience managing strategic government relationships
  • Experience handling complex multi-stakeholder projects
  • Experience analyzing institutional and government workflows
  • Experience implementing digital systems and platforms
  • Experience working with governments, donors, or large-scale programs
  • Strong understanding of government systems and digital transformation
  • Familiarity with DPI, AI, and implementation lifecycles

Required Skills

management platforms, and supply chain ERPs for health programs, operate with limited
interoperability. This makes it difficult to obtain a consolidated and timely view of how funds
flow from allocation to service delivery.

 


HRT addresses this by building an interoperable digital framework that connects financial and
health systems through standardized data exchange using the iFIX protocol, common registries,
and integrated dashboards. The objective is to strengthen transparency, improve budget
execution, support reporting for co-financing and donor commitments, and enable
decision-makers to monitor resource use in near real time. The approach follows Digital Public
Infrastructure principles, emphasising modular, reusable, and sustainable digital components.
