Letting Go: Who Owns It Now?
A system going live is not the same as a system being owned. Reforms can run well while an implementing partner is present, but sustaining them after the partner steps away requires something more: institutional ownership. 100 Days, 121 Cities | Scale at Speed: Inside the rollout that became eGov's POC
In Punjab, a shared municipal platform went from two pilot towns to 121 cities in 100 days, demonstrating how common infrastructure can work at state scale. What made this possible were a set of operational decisions taken early, well before the rollout began. This eGov Academy Learning Series webinar, part of the Shared Rails series, features Jasminder Saini and a senior official from PMIDC. Together, they will share real-world insights on site selection, how the pilot towns were chosen and what they were intended to prove; sequencing, which modules went live first and why that order mattered; teams, and how the team structure evolved to support 121 cities at once; and trade-offs, what stayed fixed throughout the rollout and what was taken up later.
